There is a long history of action and debate on transport, air pollution and active travel in Oxford and the county.  This page links to some of the key documents.

Important current reports

Running out of Road: Investing in cycling in Cambridge, Milton Keynes and Oxford.
This report by former London cycling commissioner Andrew Gilligan was commissioned by the National Infrastructure Commission. It highlights the need to increase the number of journeys that are made by bike by improve cycling infrastructure and makes a number of recommendations for improving provision for cyclists in Cambridge, Oxford and Milton Keynes. Oxford City Centre Movement and Public Realm Strategy
The City and County Councils commissioned a report on ideas to tackle congestion in Oxford, which is projected to get worse unless action is taken.

The options focus on improving bus services, extending dedicated cycle-paths and increasing pavement space for everyone who lives, works and visits Oxford. Some background is here. The report is available here.

Council policies and publications

Oxfordshire County Council
Oxfordshire County Council is the home of the Highways Authority, who take all the transport-related decisions in the whole County, including the City of Oxford.

Local Transport Plan (2015) – Policy and Strategy overview. Page contains links to 2016 updates and Air Quality Management information.
LTP4 is the current version and has many good aims and intentions, but not all are being taken forward. Background to LTP4 (Local Transport Plan 2016) – includes link to strategy

Oxford City Council have fewer responsibilities on travel than the County – see here for their strategy. They do a lot of work on Air Quality (see below)

OXLEP – Oxfordshire Local Economic Partnership. The Oxfordshire Infrastructure Strategy (OxIS) is an Oxfordshire Growth Board-commissioned project involving the county’s six local authorities and OxLEP and makes a number of transport recommendations

Air Pollution
There are 13 Air Quality Management Areas across the county including one that covers most of the city of Oxford. These are areas where pollution is above legal limits.  While some are improving other areas are getting worse.  More information at the council-run site here .  

Oxford Friends of the Earth has set up the Oxfordshire Clean Air Action Network (OCAAN) and has published the Oxfordshire Clean Air Charter (2018) which sets out actions that need to be taken to bring air pollution down to safe levels.

The City Council do a lot of work on air quality.

Safe Cycling
Many people are unhappy to cycle in Oxford and across the county due to cocnerns about safety.  After another cyclist’s death in 2017, a group of organisations launched the  ‘Claudia Charter’ – for Safer Cycling in Oxford

Travel Plans
Large employers are looking at how they can help people get to work easily and safely, while also help reduce congestion. 

University of Oxford
The University has a Sustainable Transport Strategy 2013-2018  (adopted Dec 2014). More information on their work on sustainable travel is here.

Brookes University
Brookes have a Travel Plan which aims “To raise the awareness of having a more sustainable environment for all users of the site, which promotes a range of lifestyle and travel choices and reduces reliance on the private car.
